Interpretive governance maturity model: levels, evidence, requirements

Interpretive governance is not binary. It unfolds by stages. This maturity model positions a site, an entity, or an organization on a capability scale, from unguided visibility to long-term multi-AI stability.

Each level is defined by opposable requirements, expected evidence, and reproducible artefacts. The model is not meant to flatter maturity. It is meant to reveal what is still missing for a system to become governable in practice.

Operational definition

The maturity model evaluates how far an environment has progressed in turning interpretive governance from declared intention into stable, evidenced, and maintainable practice.

The 6 maturity levels

Level 0: unguided visibility

The environment is visible, but not governed. Meaning is largely inferred by default, and the site offers little explicit resistance to drift.

Level 1: declared canon

A canon exists and is publicly declared, but the surrounding system still lacks strong response conditions, proof logic, and correction governance.

Level 2: boundaries and response conditions

Authority boundaries, exclusions, and response conditions begin to structure interpretation. The ecosystem can now distinguish legitimate answer from illegitimate extrapolation.

Level 3: evidentiary auditability

The environment becomes auditable. Proof surfaces, traceability, and canon-to-output comparison are possible under declared conditions.

Level 4: observability and sustainability (LTS)

The system not only reacts to failures. It monitors drift, correction lag, release discipline, and long-term maintenance capacity.

Level 5: multi-AI stability and inter-model coherence

The environment is able to compare, stabilize, and govern interpretation across several models or answer systems, rather than depending on the behaviour of one single stack.

Evaluation criteria (examples)

A maturity assessment should look at:

  • existence and clarity of canonical surfaces;
  • explicit authority hierarchy;
  • response conditions and legitimate abstention logic;
  • proof, traceability, and audit artefacts;
  • correction governance and release discipline;
  • observability and long-term maintenance;
  • cross-model stability.

How to use this model

The model is diagnostic. It does not certify excellence. It helps determine what kind of governance work should happen next: canon strengthening, authority clarification, observability, correction discipline, or multi-model stabilization.

Why this model matters

Without a maturity frame, governance claims remain vague. With a maturity model, progress and insufficiency become easier to name, compare, and prioritize.
