Governed Context Packs
A governed context pack is a precompiled view of the corpus. It is built before the request, linked to a canonical intent token and attested by digests.
The pack is not an answer. It does not choose the conclusion, qualify the request or recommend action. It gives an external system a bounded and verifiable context surface.
Detached manifest
Each pack must have a detached manifest. The manifest avoids a circular hash: it describes the packId, intentToken, version, payload digest, composition policy, corpus version, included units and included artifacts.
No request-time composition
v0 forbids dynamic composition. A missing pack must not be invented from a prompt, conversation or user text. The runtime may only serve an already compiled pack or refuse.
