Interpretive authority
Interpretive authority designates the legitimate locus from which the meaning of a statement, entity, doctrine, state, policy, or public claim may be defined, bounded, corrected, or suspended.
It names the point at which a reconstruction stops being a simple interpretation and starts acting as the surface that governs meaning.
Definition
Interpretive authority is present whenever a system must decide whose reading has precedence:
- the person whose internal state is being interpreted;
- the issuer of a public statement;
- the canonical source that defines a concept;
- the document that bounds a claim;
- the governance layer that determines whether an answer may be produced, qualified, or suspended.
This concept is not a competing doctrine. It clarifies what interpretive governance protects: the ability to keep declared meaning, declared limits, and legitimate non-response from being replaced by fluent reconstruction.
Why this matters for AI systems
AI systems do not only retrieve information. They compress, classify, compare, paraphrase, cite, and answer. During that movement, the authority that should govern meaning can silently move from the source to the generated response.
The problem is therefore not limited to hallucination. A response can be locally accurate, well written, and sourced, yet still illegitimate if it lets the wrong surface govern object, perimeter, modality, date, or limits.
Minimal rule
When declared authority exists, a system should not replace it with inferred authority. If it must reason beyond the declared source, that movement must remain marked as external, uncertain, and non-governing.

Phase 2 clarification: authority is not retrieval
Interpretive authority is the point that decides who or what governs meaning. Retrieval only decides what material has been brought into the context. The two must not be collapsed.
A source can be retrievable without being governing. A fragment can be relevant without being authoritative. A page can be true in context and still exceed its authority when used to answer a different class of question. For that reason, interpretive authority now connects directly to the interpretive perimeter, authority ordering, authority conflict, inference prohibition and mandatory silence.
The governance question is therefore not “did the system find a source?”. It is “did the system preserve the authority that governs the conclusion?”.
Phase 10 inference-control adjacency
This definition now routes adjacent inference-control questions toward interpretive error space, free inference, default inference, arbitration, indeterminacy, and interpretive fidelity.
This adjacency matters because a system can produce a fluent answer while silently filling gaps, selecting the wrong authority, hiding indeterminacy, or losing fidelity to the canon. The phase 10 layer makes those failure paths explicit.
Corpus role and diagnostic use
In the corpus, Interpretive authority should be read as an authority-control term rather than as a generic description of credibility. It helps separate what a system may retrieve, what it may cite, what it may treat as governing, and what must remain subordinate to a stronger source. This distinction matters because AI outputs often collapse reputation, proximity, recency, frequency and explicit authority into a single fluent answer.
The diagnostic value of the term is highest when a response looks reasonable but the governing source is unclear. In that situation, the relevant question is not only whether the answer is true in isolation. The question is whether the answer preserved the right issuer, perimeter, timestamp, source hierarchy and response condition.
Failure pattern to detect
A failure occurs when weak signals become silently authoritative. Typical symptoms include an answer that privileges a derivative source over a canonical one, treats an extracted statement as if it still carried its original limits, or resolves a conflict without exposing the authority basis. These failures create a gap between apparent coherence and governed interpretation.
Reading rule
Use this definition with interpretive governance, interpretive risk, answer legitimacy, source hierarchy and proof of fidelity. The term does not replace those controls. It helps locate where authority is produced, lost, inferred, displaced or retained inside the path from source to answer.
Prescriptive authority mesh
This page should remain connected to the surfaces that separate declared authority, reconstructed authority, and authority retained at statement level: Defined authority, Inferred authority, Statement-level authority. These links prevent authority from being treated as a generic quality instead of a situated reading condition.
